ARSON TIP

 


 

PURPOSE

To Recognize and provide monetary rewards to individuals, including groups of individuals consolidated as a neighborhood or community organization, who cooperates with and furnish to Connecticut law enforcement, fire authorities, or any other person, evidence which leads to the prevention of an arson fire or the arrest or indictment of any person(s) who is responsible for an incendiary fire or who attempts or conspires to perpetrate the crime of arson, even where no arrest or indictment is secured.  Provision will be made so the identity of the person(s) responding to this program can be kept anonymous.

REWARDS

There shall be a sum not to exceed $15,000 set aside and maintained annually at that level by the Connecticut FAIR Plan for the granting of rewards, any portion of which shall be used for that purpose.  Individual rewards will be in the form of cash up to $2,500 each.  Group awards to private and public organizations will be in the form of a plague or other non-monetary reward (such as equipment).  An audit mechanism will be established by the Funding Agent to verify that the funds are being properly utilized.

REWARD
CONSIDERATION

1.  The Award Selection Committee will consider the
        following factors in their deliberation of award consideration:
        a.  Value of the information to the investigator
        b.  Degree of cooperation by the person giving information.
        c.  Personal risk to the person giving information.
        d.  Nature of the loss or potential loss (casualties, type of
             occupancy, severity of fire, etc.)
        e.  Deterrent effect reward payment might have on the arson
             problem in the peripheral area of the fire.
         f.  Other factors at the discretion of the Committee.
2.  The award Selection Committee of the Connecticut Arson
        Tip Award Program has final authority on all reward requests.

COLLECTING INFORMATION

A toll free "Arson Hot Line" - 1-800-84-ARSON (1-800-842-7766) -
has been established which will be answered 24 hours a day by trained personnel at the State Communication Center.  All information received on impending fires, or fires that have already been set will be immediately disseminated to the appropriate local agency responsible for the investigation.

NOMINATIONS

Nominations for individual rewards must be made by a fire chief, fire marshal, police chief, prosecuting attorney, or the State Fire Marshal.
